Cookies and local preference
peopleharbor.sbs is a static HTML site. We do not load third-party analytics scripts or advertising cookies. The top strip labelled COOKIE_CONSENT asks whether we may store a local preference.

The value stays in your browser only. Clearing site data removes it and the strip will appear again.
Accept or decline
Accept and Decline both write to localStorage so we do not keep asking on every page. Decline does not block reading the site; it only records that you dismissed the notice.
Essential page function (navigation, text, tables) works without storing the key. Related privacy wording is on privacy-policy.html.
